FHL All-Star Rules
A. Voting
1. Voting Period
Voting begins 10 days before the all-star scoring period starts, and the
final day to vote is three days before the all-star scoring period begins.
This allows 7 days for GMs to send thier ballots and 3 days for the coaches
to fill out the rosters with the second team picks. See A(8) for specific
dates.
2. Participation
Voting is *mandatory* as stated in fhl rule A(2). Failure to vote may be used
by the league commisioner as evidence of franchise inactivity.
Failure to vote will result in the loss of 5 goals from the fhl teams stats.
(just kidding, but, please, do vote!)
3. Format
Each ballot allows 10 votes. 6 forwards, 3 defenseman and 1 goalie. These
players must be selected from within your own FHL conference!! East gms vote
for players only on east FHL teams, while west teams vote for west teams.

4. Elgibility
Players who change conferences after the last trader update before the voting
period commences will still play for the conference they were in previous to
the trade.
5. Results (1st Team selection)
I will tally the ballots and issue periodic updates. At the end of the voting
period, the top 6 forwards, 3 defensemen and goalie for each conference are
selected to the 1st all-star team.
a) Tiebreakers in selection
In the event of ties for the first team, the following tie-breakers are used.
Player rating, highest goals, assists, pim, dstat (or rating, save pct., wins,
shutouts, pim, assist, goals for goalies). If the tie still cannot be resolved,
the player(s) from an unrepresented team shall be selected, if a tie still
exists, random chance alone shall be used.
6. Coaching selections (2nd Team selection)
The coaches of the all-star team will choose an additional 6 forwards,
3 defensemen and goalie; the second team all-stars.
a). Team representation
Each FHL team must have at least one player represented on the final roster.
7. Injured Players
An injured player selected to the first team may be replaced at the coaches
discretion. The player must be officially listed as injured for this to be
allowed to occur. My investigations in this area refer to the usa today web
site.
8. Current Year Voting Period
Balloting begins -11-JAN-96
Balloting ends - 18-JAN-96
Final team selections due - 21-JAN-96
All-star scoring period 22-JAN-96 to 28-JAN-96, inclusive
B. Coaching
1. Determination
The coaches for the FHL all star game are the cup finalists from last year,
with the east and west runnerup teams serving as assistant coaches.
2. Current Year Coaches
East - Aaron Haimowitz (ott) asst. Paul Myers (n.j.)
West - Sam Lau (calgary) asst. Andrew Weaver (van) replaced by
Adam Ardis (edm)
3. Coach Unable to Meet Obligation
If either coach is unable to fulfill his coaching obligation, he *must* inform
me before the end of the voting period. Please, please, please follow this
simple request.
C. Scoring
1. Method
The standard FHL scoring categories are used; Goals, Assists, PIM, D-Stat and
G-Factor. The east and west teams compete head to head, using the same format
(and tiebreakers) as the FHL playoff method. Only goals, assists, pim, saves,
etc from the current scoring period are used; those accumulated before the
scoring period are not counted for the purpose of determining the all-star game
results.
2. The Prize
In addition to winning the Hays-Eberts All-star game trophy, the official scorer
will also select the MVP of the game.
The true prize however was originated by the western copnference GMs after
winning the first such game - GMs of the winning conference are allowed the
pleasure of sending snide comments about the other conference's performance
to the winning coach, who will send the comment card to the gms of the losing
conference.
